All sanitary and stormwater systems in Florida counties and municipalities—including laterals, sewer pipe, storm pipe, and manhole covers—must comply with the Florida Department of Transportation's Standard Specifications for Road and Bridge Construction ("Pipe Culverts" and "Pipe Liner" sections) when installing new or repairing existing infrastructure.

Final inspections of all laterals, sewer pipe, storm pipe, and manhole covers must be performed by a licensed engineer, general contractor, or third-party inspection company that is not the current licensed operator for the job being inspected.

The state standards explicitly supersede all existing local county and municipal standards for installation and inspection of these sanitary and stormwater system components.

The Legislature declares the act fulfills an important state interest pursuant to Article VII, Section 18 of the Florida Constitution, which relates to state mandates on counties and municipalities.

The act is effective July 1, 2025, and is sponsored by Senator McClain.
