Requires covered manufacturers (device makers, operating system providers, and app stores) to determine or estimate a user's age upon device activation and provide digital age signals to websites and apps via real-time APIs, categorizing users into four age brackets: under 13, 13-15, 16-17, and 18+

Mandates that app stores obtain parental consent before allowing children under 16 to download covered applications and provide parents with tools to manage linked accounts, age-appropriate content, and daily screen time limits

Requires websites or apps with a substantial portion (more than 33.3%) of material harmful to minors to block access for users under 18 based on age signals, display disclaimers, and label themselves as restricted to adults; sites with less than a substantial portion must still block known harmful material for minors

Authorizes enforcement exclusively by the Attorney General and Department of Legal Affairs, with civil penalties of up to $50,000 per violation, punitive damages for consistent patterns of noncompliance, and a 45-day cure period before enforcement actions may be initiated

Prohibits covered manufacturers from using third-party data or consent mechanisms collected during compliance to compete against those third parties or engage in anticompetitive behavior, and preempts conflicting local or state laws, with an effective date of July 1, 2025
