School districts would be required (rather than merely authorized) to use evaluation reports and plans of care from licensed professionals to complete a matrix of services for nonpublic school students with disabilities who lack an Individual Education Plan (IEP)

Defines "home education instructional program" as a business entity registered with the Division of Corporations that offers classes and activities at a nonresidential location to supplement a child's home education, and establishes requirements including publicly available program descriptions, published tuition schedules, and payments made to the registered entity rather than individuals

Expands allowable uses of Florida Tax Credit Scholarship Program funds to include digital devices, peripheral devices needed to access materials, and tutoring from eligible national tutoring organizations

Revises scholarship renewal and application timelines, extending the renewal deadline for home education scholarships from April 30 to June 30 unless scholarships are still available, and requiring parents to confirm renewal or declination by May 31

Establishes fixed quarterly scholarship payment dates of August 1, November 1, February 1, and April 1 of each school year, with an effective date of July 1, 2025
