Creates the Florida Medal of Valor for first responders who go above and beyond to save lives and the Florida Blue/Red Heart Medal for law enforcement officers, firefighters, and correctional officers injured in the line of duty, with a five-member board to evaluate applications

Prohibits unauthorized use of remote vehicle kill switches to disable or prevent a vehicle's engine from starting, with exceptions for vehicle owners, law enforcement preventing felonies, and subscription/lease companies; violation is a second-degree misdemeanor

Imposes a mandatory minimum 25-year prison sentence for attempted first-degree murder committed against law enforcement officers, judges, prosecutors, and other specified justice system personnel

Grants judges, state attorneys, and assistant state attorneys the right to carry concealed firearms off-duty and use them in the same manner as on-duty law enforcement officers; increases the penalty for selling kratom products to persons under 21 from a second-degree to a first-degree misdemeanor

Establishes the Critical Infrastructure Mapping Grant Program within the Department of Law Enforcement to fund digital mapping of critical infrastructure, public gathering places, and places of worship for emergency response, and requires county and municipal detention facilities to test inmates for infectious diseases upon notice that a first responder was exposed to bodily fluids during an arrest
