County commissioners would be nominated and elected only by qualified electors residing in the same commission district (single-member representation), replacing the current uniform five-member structure with a population-based tiered system: 13 members for counties with 2.5M+ population, 9 for 1.25M–2.5M, 7 for 750K–1.25M, and 5 for counties under 750K

District school board membership would follow the same population-based tier structure as county commissions, and board members would be elected only by voters within their own school district rather than by districtwide vote

District school superintendents would be required to be elected rather than appointed, repealing the existing procedure (s. 1001.461) that allows counties to make the superintendent position appointive

Several existing statutes would be repealed, including alternate election procedures for county commissioners (s. 124.011), school board member residence area provisions (s. 1001.36), and the alternate single-member representation procedure for school board elections (s. 1001.362)

The bill's effective date is contingent on voter approval of a related constitutional amendment proposed by SJR 1454 at the next general election or an earlier specially authorized election
