Requires the Florida Department of Education to develop a standard model contract template for partnerships between local educational agencies and apprenticeship/preapprenticeship programs, covering duration, funding, responsibilities, and compliance with applicable laws

Caps a local educational agency's funding share at 10% when its role is administrative only (i.e., it does not provide classroom space, related technical instruction, or on-the-job training)

Prohibits local educational agencies from imposing additional fees or withholding funds beyond what is explicitly outlined in partnership agreements, and requires agencies to ensure all parties understand total funding amounts and allocations

Directs the Department of Education to develop an apprenticeship and preapprenticeship funding transparency tool by July 1, 2026, published online and showing historical funding amounts searchable by source, school district, or Florida College System institution for the preceding 3 fiscal years

Requires District Workforce Education Funding Steering Committee meetings to be publicly noticed 7 days in advance with all workpapers distributed at the time of notice, and moves the annual apprenticeship report deadline from September 1 to November 30 and the funding model submission to at least 2 months before the legislative session begins
