Expands the Chris Hixon, Coach Aaron Feis, and Coach Scott Beigel Guardian Program to include child care facilities, allowing them to partner with law enforcement or security agencies to establish safe-school officers and requiring child care facilities to pay all associated costs

Requires sheriffs to establish guardian training programs when a local school board votes to implement one or contracts for school security guards, and authorizes sheriffs to certify school security guards who complete the 144-hour training program and meet psychological evaluation, drug testing, and firearm proficiency requirements

Directs the Department of Education, subject to appropriation, to identify a centralized system for all public safety answering points that integrates panic alert systems and digital school maps to provide real-time situational awareness to law enforcement and emergency responders

Defines "exclusive zones" and "nonexclusive zones" on school campuses, establishes requirements for locking gates and access points from 30 minutes before school starts until 30 minutes after dismissal, authorizes temporary door locks during active assailant incidents, and exempts certain career and technical education spaces from locked-door requirements

Requires the Office of Safe Schools to convene a workgroup of stakeholders—including law enforcement, emergency management, school administrators, and mental health professionals—to recommend the establishment of a Florida Institute of School Safety, with findings due to the Governor and Legislature by January 1, 2026
