Transfers operation of the Children's Medical Services (CMS) Managed Care Plan from the Department of Health to the Agency for Health Care Administration (AHCA), effective July 1, 2025, including all powers, duties, personnel, contracts, and unexpended funds

Requires the Department of Health's CMS program to continue conducting clinical eligibility screenings for children and youth with special health care needs and to provide ongoing consultation to AHCA to ensure high-quality, family-centered, coordinated care

Directs AHCA to contract with an independent evaluator to assess access, quality, costs, patient satisfaction, and health outcomes for children with special health care needs, with results due to the Governor and Legislature by January 15, 2028

Repeals multiple statutory provisions related to the CMS network's administration, provider qualifications, reimbursement mechanisms, service delivery systems, quality of care requirements, and advisory councils, effective July 1, 2025, or January 1, 2026

Requires AHCA to develop a comprehensive plan to redesign the Florida Medicaid Model Waiver for home- and community-based services to include children receiving private duty nursing, with a stakeholder-informed report due to the Governor and Legislature by December 31, 2025
