Revises the definition of "special mobile equipment" in Florida law to include mobile cranes and accessory support vehicles, replacing the previous reference to "self-propelled cranes" and removing cranes from the list of excluded vehicles

Authorizes the Florida Department of Transportation to issue a new "mobile crane special blanket permit" for multiple operational purposes

Permits mobile cranes operating off the Interstate Highway System to tow a motor vehicle weighing no more than 5,000 pounds, provided the combined weight does not exceed 95,000 pounds

Allows permitted mobile cranes and accessory support vehicles up to 12 feet wide, 14 feet 6 inches tall, and 100 feet long to operate on and off the Interstate Highway System at all hours, except during local travel-related curfews

Authorizes mobile cranes and accessory support vehicles that exceed standard weight limits under s. 316.535 to operate on and off the Interstate Highway System under the special blanket permit; effective date is July 1, 2025
