School districts are prohibited from discriminating against students, parents, or school personnel based on religious viewpoints or religious expression, and must treat voluntary religious expression the same as secular expression

Students may express religious beliefs in coursework, artwork, and assignments without penalty or reward based on religious content, and may wear clothing, accessories, and jewelry displaying religious messages or symbols to the same extent secular messages are permitted

Students may pray, organize prayer groups, religious clubs, and other religious gatherings before, during, and after the school day; school personnel may not be prevented from participating in voluntary, student-initiated religious activities at reasonable times before or after the school day

School districts must adopt a limited public forum policy for student speakers at school events, including neutral criteria for selecting speakers and a disclaimer stating that student speech does not reflect the district's endorsement; the Department of Education must develop and publish a model policy for all district school boards to implement

The national anthem must be played at the beginning of each school day following the moment of silence, and each school district must conduct a public awareness campaign about the display of the state motto "In God We Trust" in schools and the moment of silence requirement; effective date is July 1, 2025
