Repeals fee requirements for commissions issued by the Governor (ss. 113.01-113.03), the Florida International Archive and Repository (s. 257.34), and the Florida Museum of Black History (s. 267.0722), and eliminates The Grove Advisory Council while retaining Division of Historical Resources management of the property

Requires the Secretary of State to review and identify whether grant funds across multiple programs — including library construction, library cooperative, arts and cultural, historic preservation, and African-American cemetery grants — comply with all laws and are not used for activities or programs "harmful to minors," defined as depictions of sexual conduct or sexual excitement under s. 847.001

Restructures the Florida Council on Arts and Culture to 15 members with specific expertise requirements (licensed architect, Seminole Tribe member, folklorists, professional artist, museum CEO), prohibits members from receiving financial compensation from grant applicants, and removes grant review panels in favor of secretary-appointed reviewers

Shifts grant funding authority by requiring the Secretary of State to submit recommended grant lists directly to the Legislature for funding consideration rather than including them in the department's legislative budget request, and removes grant categories for individual artist fellowships, touring programs, and cultural endowments

Authorizes the council and Secretary of State to provide a separate grant list for activities supporting America250 and the 250th anniversary of the Declaration of Independence, with that provision expiring July 4, 2026, and reduces the maximum Florida Artists Hall of Fame inductees per year from four to three
