Repeals all minority business enterprise (MBE) certification, set-aside, and procurement goal programs across state government, including sections on MBE certification (s. 287.0943), procurement set-asides (s. 287.093), bond underwriting participation (s. 287.0931), and the Florida Advisory Council on Small and Minority Business Development (s. 287.0947)

Eliminates affirmative action plans and race/gender-based hiring preferences for executive agencies, state attorneys, and public defenders, replacing them with a prohibition on racial or gender set-asides, preferences, or quotas in hiring, retention, or promotion decisions

Renames the Office of Supplier Diversity as the Office of Supplier Development, refocusing its mission on assisting Florida-based enterprises rather than minority business enterprises, and defines a Florida-based business as one incorporated in Florida with a physical location in the state and more than 50% of its workforce domiciled in Florida

Creates a consolidated prohibited vendor list system (s. 287.096) covering convicted vendors, discriminatory vendors, suspended vendors, antitrust violators, forced labor vendors, and scrutinized companies, with formal hearing procedures for placement and removal, and authorizes the Attorney General to bring civil actions with penalties including fines equal to twice the contract amount

Establishes a 5% price preference for Florida-based businesses and U.S.-based businesses in state competitive solicitations exceeding the Category Two threshold, effective January 1, 2026, and extends health insurance coverage eligibility for dependent children of law enforcement officers and firefighters killed or injured in the line of duty from age 25 to age 26
