Requires the Florida Public Service Commission to establish an experimental mechanism to facilitate energy infrastructure investments in gas, structured similarly to existing provisions under s. 366.99(2)-(6) and consistent with the intent of s. 366.91(1)

Defines "gas" as anaerobically generated biogas, landfill gas, or wastewater treatment gas produced and collected in Florida and refined to a methane content of 90 percent or greater for use as transportation fuel or pipeline distribution

Limits eligible gas infrastructure investments to those that collect, prepare, clean, process, transport, or inject gas as a transportation fuel or for pipeline distribution

Requires the Commission to adopt implementing rules no later than January 1, 2026, including provisions allocating the benefit of tradeable energy credits and tax savings from gas infrastructure investments to public utility customers and addressing treatment of revenues from gas sales for transportation purposes

Takes effect July 1, 2025
