Grants the Florida Department of Environmental Protection (DEP) exclusive authority to execute coastal resiliency projects through public-private partnerships under the state's existing public-private partnership framework (s. 255.065)

Defines "coastal resiliency project" broadly to include flood and sea level rise mitigation, seawall and stormwater drainage upgrades, acquisition of at-risk coastal and flood-prone properties, construction of large-scale seawalls, levees, and elevated flood barriers, and expansion of natural protective systems

Amends the definition of "qualifying project" in existing public-private partnership law to explicitly include coastal resiliency projects as eligible

Authorizes DEP to incentivize private-sector investment through long-term revenue-sharing agreements, expedited construction permitting, public and local government input processes, and engagement of in-state vocational schools and apprenticeship programs for specialized resiliency construction training

Requires DEP to publish biennial progress reports on each coastal resiliency project funded through a public-private partnership—including milestones, expenditures, and public benefits—and to maintain a real-time online dashboard tracking project execution
