CS for SB 1622 — Beaches

• Repeals Section 163.035, F.S., which established procedures for local governments to claim recreational customary use of private beaches

• Declares the erosion control line shall be the mean high-water line as determined by a Board of Trustees survey for applicable Gulf of America counties with at least three municipalities and an estimated population under 275,000 (excluding inmates)

• Requires the Board of Trustees of the Internal Improvement Trust Fund to adopt the erosion control line by resolution and file it in the official records and book of plats of the respective county where no erosion control line has been established for a critically eroded shoreline

• Authorizes the Department of Environmental Protection to proceed with beach restoration projects for areas designated as critically eroded in the August 2024 Critically Eroded Beaches in Florida report, and explicitly waives the requirement for a public easement for such projects

• Declares that any land additions seaward of the erosion control line resulting from restoration projects remain state sovereignty lands and that such projects are in the public interest
