Renames the "Florida Educational Equity Act" as the "Florida Educational Equality Act," replaces references to "gender" with "sex," and shifts language from targeting specific racial, ethnic, or gender groups to broadly addressing "underrepresented students" across multiple education programs and financial aid provisions

Waives tuition and fees at state universities and Florida College System institutions for active Florida State Guard members to enroll in up to 6 credit hours per term on a space-available basis

Adds the Classic Learning Test (CLT) as an accepted standardized test metric for the preeminent state research university program, requiring an average score of 83 or higher on a 120-point scale

Modifies the Graduation Alternative to Traditional Education (GATE) Program by removing the age cap of 21 for enrollment (requiring only a minimum age of 16), allowing institutions to partner with online providers for adult education or career instruction, and clarifying that students need not enroll in adult secondary and career education coursework simultaneously

Expands the Office of Ocean Economy's duties to include workforce development recommendations in commercial fishing, shipbuilding, shipping, and aquaculture, and authorizes small Florida College System institutions (5,000 or fewer FTE students) to form regional consortium service organizations for shared administrative and operational services
