Establishes the Office for New Americans within the Department of Commerce to promote immigrant and refugee inclusion, connect employers with immigrant job seekers, coordinate language access initiatives, and reduce employment barriers

Expands acceptable proof-of-identity documents for Florida driver licenses to include foreign passports, foreign birth certificates, consular identification documents, foreign national ID cards, foreign driver licenses, school documents, court documents, tax returns, and marriage/divorce records, with licenses valid for up to 8 years instead of 1 year

Adds "immigration status" as a protected class under the Florida Civil Rights Act, prohibiting discrimination in employment, housing, public accommodations, lending, land use, and club memberships, and bars discrimination against individuals holding non-REAL ID-compliant driver licenses

Repeals the human smuggling statute (s. 787.07), the sanctuary policy prohibition, the death sentence enhancement for unauthorized aliens, and mandatory patient immigration status data collection in hospitals, while prohibiting immigration enforcement activities within 500 feet of schools, child care facilities, and religious institutions

Removes the mandatory E-Verify requirement for private employers with 25+ employees, allows the use of Form I-9 as an alternative to E-Verify for public contractors, waives out-of-state tuition fees for undocumented students who attended Florida high schools for at least 2 years, and makes those students eligible for state financial aid
