Municipalities providing electric, natural gas, water, or sewer utility services outside their corporate limits must hold public meetings in each served municipality and unincorporated area before any new, extended, renewed, or materially amended service agreement can take effect, and must conduct annual public customer meetings thereafter

Municipalities may not use more than 10 percent of gross revenues generated from utility services provided beyond their corporate limits to fund general government functions; excess revenues after costs must be reinvested in the utility or returned to customers served outside the municipality

The maximum surcharge for water and sewer rates charged to consumers outside municipal boundaries is reduced from 25 percent (with up to 50 percent total under certain methods) to a cap of 25 percent above rates charged to consumers within the municipality, and municipalities using a treatment plant located within a separate municipality may charge that municipality's consumers no more than their own in-boundary rates

Each municipality providing utility services outside its boundaries must report annually to the Florida Public Service Commission by November 1 on customer counts, sales volumes, gross revenues, and rate differentials for outside-boundary customers, with the commission submitting a compiled report to the Governor and Legislature by January 31

The preemption over local restrictions on energy fuel sources and appliances is expanded to explicitly cover boards, agencies, commissions, and authorities of any county, municipal corporation, or political subdivision, voiding any conflicting charters, resolutions, ordinances, rules, codes, or policies; the bill takes effect July 1, 2026
