Effective January 6, 2027, all members of state university boards of trustees and the Board of Governors must be U.S. citizens and either Florida residents or graduates of a state university, with noncompliant seats automatically deemed vacant

Establishes term limits across multiple governing bodies: State Board of Education members limited to two 4-year terms with a single 2-year chair term; Board of Governors appointed members limited to a single 7-year term; university board of trustees members limited to two 5-year terms; and Florida College System trustees limited to two 4-year terms

Transfers authority to select, reappoint, and extend state university and Florida College System presidents entirely to their respective boards of trustees, eliminating confirmation by the Board of Governors and State Board of Education, while requiring formal presidential search committees with specified membership rules

Requires universities conducting public opinion survey research to refrain from polling on candidate preferences for federal, state, or local office, and mandates that course syllabi—including grading methodology, textbook lists, and open-access materials—be publicly posted at least 10 business days before each term

Authorizes university boards of trustees to transfer unreserved cash between auxiliary enterprises, including intercollegiate athletics, provided the transfer does not violate bond covenants or reduce revenues needed to cover expenditures, with this authority expiring June 30, 2030
