Requires the Division of Alcoholic Beverages and Tobacco to consider a vendor's use of an electronic identification scanner to verify age as a mitigating factor when imposing administrative penalties for illegal sales of alcohol to underage persons

Authorizes the division to require vendors found to have violated laws against selling or serving alcohol to persons under 21 to use electronic identification scanners to check driver licenses or identification cards

Creates a new reporting requirement (s. 562.114, F.S.) mandating that state and local law enforcement agencies refer to the division all relevant investigation and arrest reports involving DUI-related crashes that contributed to serious bodily injury or death

Applies to crashes occurring on both public and private property where alcohol impairment was a contributing factor

Effective date is July 1, 2025
