Renames Florida's Emergency Medical Services Trust Fund as the First Responders Trust Fund and expands its authorized uses to include grants supporting first responder mental health

Doubles the additional fine deposited into the trust fund for hit-and-run property damage crashes (from $5 to $10) and reckless driving (from $5 to $10)

Doubles fines directed to the trust fund for red-light violations (from $10 to $20 per citation), school bus stop-arm violations (from $65 to $130), and street racing/reckless driving surcharges (from $65 to $130)

Increases the total penalty for red-light violations enforced by law enforcement officers from $158 to $193, and maintains the increased amounts across traffic infraction enforcement officer and county/municipal enforcement scenarios

Takes effect October 1, 2025, with conforming changes applied across approximately 20 existing Florida statutes governing traffic penalties, trust fund references, and fee deposits
