Establishes the Consortium for Parkinson's Disease Research within the University of South Florida, composed of public and private universities and academic medical centers, to conduct and disseminate scientific research on Parkinson's disease

Creates the Parkinson's Disease Research Board to direct consortium operations, with members appointed by participating institutions to 4-year terms, a chair elected to a 2-year term, and a quorum of four members required to meet at least semiannually

Requires the board to annually adopt a research plan focused on the causes, mechanisms, potential treatments, and prevalence of Parkinson's disease in first responders, and to award funds to consortium members for research consistent with the plan

Directs 67% of appropriated funds to the University of South Florida for Parkinson's disease research (including genetic origins and therapeutic interventions) and 33% to USF for the consortium's operations, subject to the General Appropriations Act

Requires the board to submit an annual report by October 15 to the Governor, Senate President, and House Speaker on research projects, findings, community outreach, and future plans; effective date is July 1, 2025
