Implements Florida's 2025-2026 General Appropriations Act by incorporating funding calculations for the Florida Education Finance Program and school readiness reimbursement rates, with most provisions expiring July 1, 2026

Authorizes numerous state agencies—including the Agency for Health Care Administration, Department of Children and Families, Department of Health, and Department of Veterans' Affairs—to submit budget amendments to realign Medicaid funding, increase budget authority for federal programs (refugee, HIV/AIDS, WIC, COVID-19 relief), and address projected surpluses and deficits

Extends or reenacts multiple expiring provisions for one fiscal year, including Department of Corrections authority for additional positions based on inmate population, medical marijuana rulemaking exemptions, the drone grant program, the Florida Law Enforcement Recruitment Bonus Payment Program, Citizens Property Insurance Corporation dispute resolution authority, and court-appointed counsel compensation limits (capped at $2,000–$25,000 depending on case type)

Establishes new oversight and governance requirements, including executive steering committees for the replacement of the Florida Medicaid Management Information System (FMMIS) and the Florida Accounting Information Resource Subsystem (FLAIR), and authorizes the Governor's Office of Policy and Budget to review local government spending for waste, fraud, and DEI-related expenditures with fines up to $1,000 per day for noncompliance

Requires universities to commit 12 percent of excess carry-forward balances to capital outlay or deferred maintenance projects, restricts state employee travel to mission-critical purposes, prohibits state agencies from contracting with media reliability and bias monitors, and designates the Governor, Cabinet, and Legislature as permanent tenants of the Capitol Complex whose allocated space cannot be reduced without consent
