Authorizes the South Florida Water Management District to acquire land for a reservoir project north of Lake Okeechobee with a goal of at least 200,000 acre-feet of water storage, while prohibiting the district or state from requesting the U.S. Army Corps of Engineers acquire lands for the project

Repeals Section 380.095, F.S., which provided dedicated funding for conservation lands, resiliency, and clean water infrastructure from Indian Gaming Revenue, and removes related disbursement authority from the Department of Financial Services

Requires the Department of Environmental Protection to dedicate at least 25 percent of water quality improvement grant program funds each fiscal year to projects in rural areas of opportunity and announce grant awards by November 1 of each fiscal year

Revises the Resilient Florida Grant Program scoring system by adding a new Tier 1 criterion that considers the degree to which a project reduces flood risk and increases credits for communities participating in the National Flood Insurance Program's Community Rating System

Expands the entities eligible for state land management contracts to include water control districts designated under chapter 298, and repeals the Local Trail Management Grant Program (s. 260.0145, F.S.)
