Expands the Casey DeSantis Cancer Research Program by restructuring the Cancer Connect Collaborative, broadening eligibility for Cancer Innovation Fund grants to include rural hospitals, specialty children's hospitals, and licensed facilities providing oncology care, and creating a Cancer Connect Collaborative Research Incubator focused on pediatric cancer research over a 5-year period beginning July 1, 2025

Strengthens nursing home oversight by requiring biennial patient safety culture surveys, consumer satisfaction surveys published on the state website, medical director certification by January 1, 2026, mandatory electronic health record data sharing with the Florida Health Information Exchange, and a $10,000-per-violation administrative fine for late financial reporting beginning January 1, 2026

Requires the Agency for Health Care Administration to revise its Quality Incentive Program methodology to incorporate consumer satisfaction survey results, submit annual reports on program payments and quality trends, and contract with a third-party vendor to study other states' nursing home quality incentive programs with a final report due January 5, 2026

Mandates revocation of medical marijuana registry registrations for qualified patients and caregivers convicted of drug trafficking, sale, manufacture, or delivery offenses, with reinstatement available only after completing all sentence terms and submitting a notarized attestation; false attestations are a second-degree misdemeanor

Creates a presumption of continued Medicaid eligibility during redetermination for disabled persons receiving institutional care, hospice, or home and community-based services, and requires the agency to seek federal authorization by October 1, 2025, to exempt eligible disabled persons from annual redetermination
