Department of Children and Families must develop a 4-year treatment foster care pilot program in two judicial circuits, implemented by January 1, 2026, with placements limited to 9 months per child (with a one-time 3-month extension), no more than two children per home, and a final report due to the Governor and Legislature by January 1, 2030

Department must establish a child protective investigator and case manager recruitment program, subject to appropriation, targeting individuals who previously held public safety and service positions such as former law enforcement officers, military servicemembers, teachers, and first responders

A case management workforce workgroup must be convened by July 1, 2025, composed of representatives from the department, community-based care lead agencies, and contracted case management organizations, with a report due by December 1, 2025, recommending streamlined case management processes and policy changes

Department must contract for a detailed study, due by December 31, 2025, of residential treatment bed capacity and nonresidential treatment service gaps for child victims of commercial sexual exploitation, including current capacity, projected future demand, and policy recommendations by region

Removes the requirement that lead agencies post a fidelity bond, grants subcontractors of lead agencies immunity from liability for acts or omissions of the lead agency or department, and authorizes the department to issue provisional certificates to domestic violence centers when there is an emergency need for services in an area
