Requires state agencies and the judicial branch to submit long-range program plans annually by September 15 to the Legislative Budget Commission for approval, with plans covering a 5-year period and based on statutorily established policies and performance outcomes

Mandates that long-range program plans include detailed implementation status reports on recently enacted laws, covering actions taken, expenditures, contracts executed, rulemaking, appointments, impediments, litigation, and any provisions remaining to be implemented

Establishes specific performance measures all agencies must adopt, including administrative costs as a percentage of total costs, vacancy fill rates within 180 days, salary increase tracking, audit corrective action timelines, legal costs breakdowns, procurement expenditures by method, and permit/licensure processing times

Moves legislative budget request deadlines earlier to September 15 in odd-numbered years (from October 15), repeals the agency incentive and savings program (s. 216.1815) and activity-based planning and budgeting provisions (s. 216.1826), and removes definitions and references to performance "incentives" and "disincentives"

Prohibits agencies notified of noncompliance with planning or performance measure requirements from submitting budget amendments or changes to approved operations and fixed capital outlay budgets until deficiencies are corrected, and requires all new performance measures, outcomes, and standards to be submitted to the Legislative Budget Commission by December 1, 2025
