Creates an operating categorical fund for the Family Empowerment Scholarship Program and an Educational Enrollment Stabilization Program with a required minimum balance of $250 million, providing supplemental state funds to address enrollment changes in both public schools and scholarship programs

Consolidates scholarship program administration under s. 1002.421, requiring eligible nonprofit scholarship-funding organizations to create a single application for all scholarship programs with two application windows (fall and spring) and a defined priority order for awarding scholarships based on income level and prior participation

Establishes detailed enrollment and prepayment verification requirements, including Department of Education cross-checking of scholarship student lists against public school enrollment data to prevent duplicate funding, and mandates Florida student identification numbers for tracking scholarship data

Renames the Hope Scholarship Program as the Hope Program, repeals the New Worlds Scholarship Accounts (s. 1002.411), and restructures scholarship award amounts to be based on Florida Education Finance Program funding levels adjusted annually by the percentage change in per-student public school funding

Strengthens accountability through Level 2 background screening requirements for owners, operators, and service providers; closes inactive scholarship accounts after one fiscal year (reduced from two); requires the Auditor General to periodically examine scholarship-funding organization records; and mandates school districts publish scholarship information and provide standardized withdrawal forms
