Eliminates paid petition circulators for constitutional initiative petitions, replacing the system with two methods: voters must either submit signed petition forms in person at a supervisor of elections office with valid photo ID ("circulated petition forms") or request petition forms be mailed to them by the supervisor and return them with a signed voter's certificate ("requested petition forms")

Requires the Division of Elections to create uniform petition forms for both initiative and candidate petitions containing specific voter information including name, address, voter registration number or date of birth, driver license or ID number, signature, and an attestation of registered voter status

Reduces candidate qualifying fees from 3% to 1% of annual salary for the filing fee and from 2% to 1% for the party assessment, while maintaining the 1% election assessment

Prohibits foreign national involvement in citizen initiative petitions by criminalizing foreign national contributions, expenditures, or decision-making influence over initiative campaigns, and requires political committees sponsoring initiatives to attest that no preliminary activities were funded by foreign nationals

Replaces the Financial Impact Estimating Conference with a three-person panel appointed by the Governor to prepare financial impact statements for initiative amendments, and expands Attorney General Supreme Court review criteria to include compliance with ballot summary requirements and facial validity under the U.S. Constitution
