Creates the Social Work Licensure Interstate Compact allowing licensed clinical, master's, and bachelor's level social workers to practice across member states without obtaining additional state licenses through a multistate licensure system

Establishes the Social Work Licensure Compact Commission as a joint government agency of member states to administer the compact, maintain a coordinated data system for licensee information, and adopt binding rules

Requires applicants for multistate licenses to pass a qualifying national exam, submit fingerprints for criminal background checks, hold an unencumbered license in their home state, and meet education requirements from accredited social work programs

Authorizes member states to take adverse action against a licensee's multistate authorization to practice within their state, while only the home state may take action against the multistate license itself

Takes effect July 1, 2026, with the compact becoming operational when seven states have enacted it; requires the Board of Clinical Social Work, Marriage and Family Therapy, and Mental Health Counseling to appoint a delegate to serve on the commission
