Creates section 944.092, Florida Statutes, establishing basic rights for inmates including proper ventilation (air conditioning or cooling systems required in all housing units), minimum 20 minutes for each meal, and necessary health supplies including personal protective equipment and hygiene products

Requires correctional institutions to establish programs with community food banks to ensure adequate food supply during natural disasters or other emergencies

Mandates the Department of Corrections provide written notice of these rights to each inmate upon entry into the correctional system and allows inmates to file grievances if rights are denied

Expands the definition of "permanently incapacitated inmate" for conditional medical release eligibility to include inmates with physical disabilities, impairments, or handicaps who do not pose a danger to themselves or others
