Florida would join the National Popular Vote Interstate Compact, requiring the state to award all its presidential electoral votes to the candidate who wins the national popular vote rather than the state popular vote

The agreement only takes effect when states possessing a combined majority of electoral votes (270+) have enacted the compact, and it must be in effect by July 20 of an election year to apply to that election

Member states must finalize their popular vote counts at least six days before the Electoral College meeting and communicate official totals to other member states within 24 hours

States may withdraw from the agreement at any time, except that withdrawals within six months of the end of a presidential term do not take effect until the next president is qualified to serve

The act would take effect July 1, 2026, and the agreement would automatically terminate if the Electoral College is abolished
