Amends Section 947.165, Florida Statutes, to require parole guidelines consider an inmate's participation in vocation, education, and self-betterment programs when determining likelihood of favorable parole outcome

Prohibits the Florida Commission on Offender Review from aggravating or aggregating consecutive sentences when establishing presumptive parole release dates

Changes language to allow (rather than prohibit) factors used in salient factor scores and offense severity categories to be applied as aggravating circumstances

Requires the commission to provide its annual statistical analysis of parole guidelines to the President of the Senate and Speaker of the House of Representatives upon completion

Effective date: July 1, 2026
