Florida Commission on Offender Review must develop and maintain a public database to help people with felony convictions (excluding murder and felony sexual offenses) determine if their voting rights have been restored under Amendment 4.

Database must include each person's identifying information, remaining supervision terms, outstanding restitution owed to victims, unpaid court-ordered fines and fees, and completion status of other sentence requirements.

Department of State, Department of Corrections, circuit court clerks, county comptrollers, and Board of Executive Clemency must provide relevant information to the commission monthly.

Commission must submit a comprehensive implementation plan to the Governor and Legislature by July 1, 2027, and make the database publicly available online by July 1, 2029.

Persons who register to vote or vote in reasonable reliance on database information indicating their rights are restored cannot be charged with criminal violations related to fraudulent voting or registration.
