State universities and Florida College System institutions must adopt written policies to protect students, faculty, staff, and visitors from physical threats and conduct or language that would cause a reasonable person to fear for their physical safety

Each institution must designate a person responsible for coordinating safety responses and implementing protective measures, including work/class relocation, security escorts, and restricting area access

Institutions must establish clear internal and external reporting protocols, including notification of campus security or local law enforcement when appropriate, and provide timely updates to affected persons

Safety policies must be prominently posted on institutional websites and available upon request, with annual reviews required to incorporate best practices in threat assessment and campus security

Effective date: July 1, 2026; Board of Governors and State Board of Education authorized to adopt implementing regulations and rules
