Creates the "Postsurgical Recovery Home Safety Act" requiring state licensure through the Agency for Health Care Administration for residential facilities providing short-term care to patients recovering from surgical or medical procedures

Requires licensure applicants to submit proof of facility safety compliance, criminal background checks for all owners and staff, and proof of general liability and medical malpractice insurance

Mandates at least one licensed nurse on-site or on-call 24/7, staff-to-patient ratios of 1:8 during daytime and 1:6 at nighttime, and staff training in CPR, wound care, and postoperative procedures

Facilities must comply with ADA standards, maintain emergency power supply, have hurricane evacuation plans, and establish contracts with nearby hospitals for emergency transfers

Violations carry civil fines up to $10,000 per violation and license suspension/revocation; operating without a license constitutes a third-degree felony; effective July 1, 2026
