Property owners within 3 miles of limestone mining operations in Florida may file claims for compensation for structural damage caused by ground vibrations from explosives, heavy machinery, or other mining activities

Claims must be filed within 2 years of discovering the damage and include evidence of property ownership, property damage, and a link to mining operations (such as seismographic monitoring data)

The Division of Administrative Hearings will adjudicate claims, with claimants required to prove causation by the greater weight of the evidence through expert testimony, vibration data, and structural evaluations

The state will compensate successful claimants at market rates for structural repair costs, funded through annual General Revenue Fund appropriations to the Insurance Regulatory Trust Fund

The bill specifically addresses concerns from residents in Northwest Miami-Dade County and Southwest Broward County who have reported property damage from nearby mining operations
