Abolishes 35 named soil and water conservation districts effective December 31, 2026, transferring all assets and liabilities to the Department of Agriculture and Consumer Services

Prohibits municipalities from assuming fire control services in annexed areas; independent fire control districts must remain the service provider and may continue levying ad valorem taxes, impact fees, and assessments in annexed areas

Limits liability for independent special districts that provide public access to district lands or water areas for outdoor recreation, removing duty of care requirements for keeping areas safe or warning of hazards when no admission is charged

Authorizes independent special districts to require criminal history background checks for employees, appointees, contractors, and vendors with public access or security-critical positions

Requires soil and water conservation district supervisor candidates to provide documentation verifying eligibility criteria such as agricultural land ownership, active farm engagement, or agriculture-related professional experience
