Removes priority enrollment categories for Florida Virtual School, including home education students, rural/inner-city students, students seeking early graduation, and military dependents

Expands who may call board of trustees meetings to include the president/CEO of Florida Virtual School, in addition to the board chair and majority of members

Authorizes the board to use supplemental funding sources (beyond the Florida Education Finance Program) to develop technology-based education delivery systems, and allows revenue from direct-support organizations

Changes expenditure approval authority from the executive director to the president and chief executive officer or authorized designees, removing the executive director's veto power over expenditures

Simplifies annual reporting requirements by removing mandates to report on Florida Virtual School Global operations, marketing plans, assets/liabilities, unit cost recommendations, and accountability mechanism recommendations
