Renames the "Florida Health Choices Program" to the "Florida Employee Health Choices Program" and refocuses it as a marketplace for employees enrolled in individual coverage health reimbursement arrangements (ICHRAs) to purchase individual health insurance and health maintenance contracts

Creates Florida Employee Health Choices, Inc. governed by an 8-member board of directors (3 appointed by the Governor, 2 by Senate President, 2 by House Speaker, plus the Secretary of Management Services as ex officio nonvoting member) with terms of up to 3 years

Requires the Department of Management Services to facilitate formation of the corporation and provide administrative support until January 1, 2029, when the corporation must become self-sustaining

Authorizes a surcharge of up to 2.5% on premiums to fund administrative services and payments to buyers' representatives (licensed insurance agents who assist individuals in selecting products)

Narrows eligible products sold through the program to health insurance policies and health maintenance contracts only, removing previously authorized options such as limited benefit plans, prepaid clinic services, service contracts, and flexible spending accounts
