Department of Commerce must verify claimant identity before paying any reemployment assistance benefits and cross-check initial claims against the federal Systematic Alien Verification for Entitlements Program database

Every two weeks, the department must verify claimants are living, not incarcerated, and not already employed before continuing benefit payments

Claims sharing mailing addresses, bank accounts, email addresses, phone numbers, or IP addresses with other in-state or out-of-state claims must be investigated for fraud; claims from foreign IP addresses require examination before payment

Department must maintain a web page for individuals and employers to report suspected fraud or identity theft, with annual employer notification of this resource

Annual public reporting required on fraudulent claims identified, claims blocked, benefits paid on later-identified fraudulent claims, overpayments recovered, and claims referred for prosecution; effective July 1, 2026
