Creates the Task Force on Payment Scams within the Department of Financial Services, to be established by October 1, 2026, and chaired by the Chief Financial Officer

Task force membership includes representatives from the Attorney General, Commissioner of Agriculture, Department of Commerce, Department of Law Enforcement, plus appointed members from financial institutions, credit unions, digital payment networks, community banks, consumer groups, and technology industry associations

Duties include evaluating best practices to combat spoofed calls, scam texts, and malicious websites; reviewing current payment platform scam methods; developing consumer education strategies; and coordinating with law enforcement

Initial report due to Legislature within one year of establishment, with annual updates thereafter, covering findings, recommendations, and proposed legislative or regulatory changes

Task force automatically repeals October 2, 2029, unless the Legislature reenacts it; members serve without compensation but receive per diem and travel expense reimbursement
