Defines "impacted local government" as counties listed in Federal Disaster Declarations for Hurricane Debby (DR-4806), Hurricane Helene (DR-4828), or Hurricane Milton (DR-4834) that were designated for both individual and public assistance, plus municipalities within those counties

Prohibits impacted local governments from adopting construction moratoriums, more restrictive comprehensive plan amendments, land development regulations, or burdensome permit procedures for hurricane-damaged properties until October 1, 2027

Any violating moratorium or restrictive regulation is declared null and void ab initio, with provisions applying retroactively to August 1, 2024

Residents or business owners may bring civil action for declaratory and injunctive relief against violations, with entitlement to preliminary injunction and reasonable attorney fees if successful

Section expires June 30, 2028, and the act takes effect July 1, 2026
