Requires the Division of Telecommunications to conduct a feasibility study on creating a web-based 911 alert system for domestic and dating violence victims, with features including unique phone numbers for each user, user-generated distress codes, and real-time data-sharing with law enforcement; report due to Legislature by January 31, 2027

Expands the Attorney General's Address Confidentiality Program to include victims of dating violence, allowing them to use a substitute mailing address to prevent assailants from locating them

Defines "dating violence" to include assault, battery, sexual assault, stalking, kidnapping, false imprisonment, and other offenses causing physical injury or death committed by someone in a continuing romantic or intimate relationship with the victim

Extends public records exemptions for names, addresses, and telephone numbers to participants in the renamed "Address Confidentiality Program for Victims of Domestic and Dating Violence"
