Reduces minimum sentence that must be served from 85% to 72% of the imposed sentence for offenders under Florida's Criminal Punishment Code

Establishes rehabilitation as a co-equal purpose of sentencing alongside punishment, replacing language that made rehabilitation "subordinate" to punishment

Creates new "rehabilitation credits" system allowing inmates to earn 60 days credit for completing educational programs (GED, college degree, vocational certificate), drug treatment, mental health treatment, life skills programs, or reentry programs, plus 5 days for other approved programs

Allows inmates convicted of drug offenses under sections 893.13 and 893.135 to earn 2 additional days per month of good behavior time, applied retroactively
