Creates "blue ribbon projects" for large-scale developments requiring minimum 15,000 contiguous acres under same ownership, with at least 60% designated as reserve area for environmental conservation, wildlife corridors, and agriculture, and up to 40% as mixed-use development area

Permits maximum residential density of 12 units per gross acre in development areas, with at least 20% of residential units required to be affordable housing, missing middle housing, or housing for Florida Hometown Hero Program-eligible persons

Development rights and impact mitigation are vested for 50 years, with an additional 25-year extension if 50% of the development area is achieved within the initial period

Reserve areas adjacent to state-owned environmental land or Florida wildlife corridor must connect to those areas; easements granted to Department of Agriculture and Consumer Services or other state agencies must be provided at no charge

Local governments must conduct two public hearings for plan approval; plans meeting statutory requirements are presumed consistent with comprehensive plans, and applicants may appeal denials through de novo court action without deferential standard to local government
