Local governments must refund vehicle owners for unused paid parking time on public property, or carry over unused time to the next paying vehicle owner if refunds are not possible

Vehicles parked in violation of local parking laws on streets, roadways, or highways cannot be towed until at least 12 hours after being parked

Traffic citations for expired meters or timed parking in public spaces, lots, or garages cannot be issued until at least 2 hours after the meter or allotted time expires

Local governments are prohibited from allowing private businesses to use public property for private parking purposes for a fee
