Defines "quintimodal transportation hub" as a spaceport territory with interconnected road, railroad, airport, seaport, and spaceport facilities, and requires Space Florida to promote their development in coordination with the Department of Transportation, metropolitan planning organizations, and local governments.

Establishes that operational oversight, management, and day-to-day administration of each spaceport is vested in the spaceport director or commander, while Space Florida retains responsibility for statewide strategic planning, financing, and economic development.

Limits Space Florida from exercising direct control over local spaceport operational decisions unless specifically requested in writing by the spaceport director or requested to comply with federal law.

Requires each spaceport to develop and annually submit an operational governance plan and maintain an updated list of site readiness development projects, including utility extensions, transportation infrastructure, and environmental reviews.

Effective date is July 1, 2026.
