Defines "food insecure area" (synonymous with "food desert") as areas with at least 20% poverty rate or median family income at/below 80% of state median, where at least 500 persons or 33% of population live more than 1 mile (urban) or 10 miles (rural) from a supermarket

Defines "small-footprint grocery store" as a store deriving at least 30% of gross receipts from retail sale of nutrient-dense foods and operating in a food insecure area

Authorizes local governments to require mandatory reporting of certain information from small-footprint grocery stores
