Creates the Insurance Solutions Advisory Council within the Office of Insurance Regulation to analyze data and evaluate information on Florida's property and automobile insurance markets

Council composed of 13 members appointed by the Governor (3), House Speaker (3), Senate President (3), Chief Financial Officer (2), Citizens Property Insurance Corporation (1), and the Insurance Commissioner, with appointments due by August 1, 2026

Members include representatives from large and small residential insurers, commercial insurers, surplus lines insurers, insurance agents, a public adjuster, a trial attorney, and at least one consumer advocate

Council must submit annual reports beginning October 1, 2026, with analysis and recommendations on property and automobile insurance

Act takes effect July 1, 2026, with automatic repeal on October 2, 2029, unless reenacted by the Legislature
